34.       DECLARATION OF INTERESTS

 

Councillor Moran declared a personal interest in agenda item 3 (Questions and Petitions by Electors) as the Borough Councillor for the Barony Weaver ward and as a resident of the area. 

 

Councillor Moran also declared a personal interest in agenda item 5 (Petition – Ravensmoor, Nantwich) as a signatory to the petition. 

 

Councillor Beech declared a personal interest in agenda item 12 (Request for Pedestrian Crossing at Acton – Executive Decision) as the Ward Councillor for Acton and Chairman of Acton Parish Council.  

 


35.       MINUTES

 

RESOLVED: That the Minutes of the meeting held on 29th October 2007 be approved as a correct record.

 


36.       QUESTIONS BY ELECTORS AND PETITIONS

 

36.1    Questions

 

It was noted that there were no questions received from members of the public in accordance with County Council Standing Order No. 35.

 

36.2    Petitions

 

36.2.1 Woodland Avenue, Nantwich  

 

In accordance with County Council Standing Order No. 35, as adopted by the Local Joint Committee, Mrs Anne Nash presented a petition in respect of waiting restrictions on Woodland Avenue, Nantwich.  The petition was presented on behalf of the residents of Woodland Avenue which stated that “We support the introduction of Double Yellow lines along Woodland Avenue and its turning area so that we, the residents, can have safe unobstructed pedestrian and vehicular access to our properties”.     

 

36.2.2 Demand for Safer Pavements

 

In October, the Local Joint Committee had discussed a petition submitted to a previous meeting by the Safer Pavements Action Team (SPAT) which demanded safer pavements in the borough.  Members resolved that the appropriate Executive Member be asked to review the operation of routine and structural maintenance; the decision of the Executive Member to be reported back to a future meeting of the Committee.  

 

The Local Joint Committee expressed its dissatisfaction at the delay and -

 

RESOLVED:

(a) That the Executive Member be informed of the Committee’s dissatisfaction in the delay; and

 

(b) That the petitioners be informed of the position.  

      


37.       PETITION RECEIVED – REQUEST FOR 20 MPH SPEED LIMIT MILLFIELDS AREA, NANTWICH

 

A petition had been received from the Blagg Avenue (Nantwich) Neighbourhood Watch Group requesting the introduction of a 20 mph speed limit in the Millfields/Queen’s Drive area of Nantwich.

 

The report of the County Engineer gave details of the petition and recommended no further action be taken, for the reasons given in the report.

 

RESOLVED: 

(a)      That no further action be taken regarding this request but the situation continue to be monitored;

 

(b) That the petitioners be informed of the decision of the Local Joint Committee and the justification for the decision.


38.       PETITION RECEIVED – REQUEST FOR SPEED LIMIT, RAVENSMOOR NANTWICH

 

The report of the County Engineer gave details of a petition received from residents of Ravensmoor requesting the introduction of a speed limit within the village.

 

RESOLVED:  That the concerns of the petitioners be noted and that they be informed that a review of warning signs and markings is to be carried out and that the installation of a speed limit be dependent on the prioritisation of those locations awaiting an assessment.


39.       SPEED LIMIT REVIEW – ‘C’ AND UNCLASSIFIED ROADS AND NEWCASTLE ROAD, SHAVINGTON

 

(Note: At this point in the meeting, Councillor Brickhill declared a personal interest in the item as a Parish Councillor for Hough and Shavington and as a Borough Councillor for Shavington.)   

 

At its meeting held on 29th October 2007, the Local Joint Committee considered the issue of the speed limit review on ‘C’ and unclassified roads, and Newcastle Road, through Shavington.  At that meeting it was resolved  that a list of locations which may meet the criteria as a “village” be submitted to the January 2008 meeting for prioritisation, and that the proposals contained in the Chair’s report (Newcastle Road) also be considered at this meeting.

 

The Local Joint Committee had also asked for a review of speed limits at Stoneley Road, Crewe; Moss Lane, Leighton; and Colleys Lane, Willaston with proposals being submitted to a future meeting.

 

The report of the County Engineer now submitted provided information in respect of Members’ requests made at the meeting in October.  The Chair of the Local Joint Committee proposed that Newcastle Road, Shavington should be given priority within the review.    

 

RESOLVED:

(a)     That the method for prioritising speed limit reviews on ‘C’ and unclassified roads be based on a Weighted Collision Index consistent with that of the County’s ‘A’ and ‘B’ roads review and that Newcastle Road, Shavington be priority;  

 

(b)      That authority be granted to advertise the proposals to make speed limit orders, the effect of which will be to introduce a 30 mph speed limit on the following lengths of roads and if no objections are received, the Orders be made:

 

(i)       Stoneley Road, Crewe from its junction with Groby Road Westwards for a distance of 525 metres to the limit of the existing 30 mph speed limit;

 

(ii)      Moss Lane, Leighton from its junction with Parkers Road Northwards for a distance of approximately 1300m

 

(c)      That the existing 30 mph speed limit along Colleys Lane, Willaston be extended North-Westwards for a distance of 1050 metres.


40.       WELSH ROW ENVIRONMENTAL ENHANCEMENTS

 

At its meeting held on 29th October 2007, it was agreed that a further report be submitted to the Local Joint Committee indicating the proposed footway materials to be used on this scheme, and alterations to Traffic Regulation Orders. 

 

The report of the County Engineer provided details.

 

RESOLVED: 

(a)      That authority be granted to advertise the proposals to adjust the prohibition of waiting Order, the effect of which will be to limit waiting to sixty minutes with no return within sixty minutes along the length of Welsh Row, Nantwich as shown on Appendix 2 of the report; and

 

(b) If no objections are received the Order be made.


41.     PROPOSED PROHIBITION OF WAITING ORDER, COPPICEMERE DRIVE,

          ELECTRA WAY, MALLARD WAY AND WESTMERE DRIVE, CREWE

          (CREWE BUSINESS PARK)

 

At its meeting held on 29th October 2007, the Local Joint Committee considered a report on proposed waiting restrictions at Crewe Business Park.  The matter was deferred to the January 2008 meeting.

 

Officers considered the comments made by Members at the previous meeting, and the report of the County Engineer (8) reviewed the proposals.

 

RESOLVED: 

 

 (a)    That authority be granted to advertise the proposal to make a prohibition of waiting Order, the effect of which will be to prohibit waiting at all times along the following lengths of roads:

 

>      Westmere Drive, both sides - from a point 165 metres south and west of the southern kerbline westwards for a distance of 55 metres (including the roundabout)

>       Electra Way, north side - from its junction with Mallard Way westwards for a distance of 160 metres

 

>       Electra Way, south side - from its junction with Mallard Way westwards for a distance of 75 metres

 

>       Mallard Way, east side - from its junction with Electra Way southwards for 142 metres

 

>      Mallard Way, west side – from its junction with Electra Way southwards for 30 metres and from a point 108 south of its junction with Electra Way southwards for 34 metres

 

(b) That If no objections are received, the Order be made; and

 

(c) That a report be submitted to the Local Joint Committee’s April meeting regarding the provision of lorry parking in the vicinity of Crewe Business Park.    

 


42.       LAIDON AVENUE, ROPE, WISTASTON – PROPOSED TRAFFIC-CALMING

 

As part of a planning condition of the Persimmon Homes site on Lochleven Road, Rope, Wistaston, there was a requirement to introduce a traffic-calming scheme on Laidon Avenue.

 

It was proposed that the scheme be located on Laidon Avenue between its junctions with Whirlow Road and Rope Bank Avenue and the report of the County Engineer gave details of the scheme. 

 

RESOLVED:

a) That the traffic calming scheme proposed for Laidon Avenue, Rope be referred back to officers to allow alternative traffic calming measures to be considered that do not involve vertical deflection; and 

 

b) That the local member be consulted on the proposal prior to a further report being submitted to the Local Joint Committee.        

 


43.       PROPOSED EXTENSION OF HOURS OF OPERATION OF HACKNEY CARRIAGE STAND, SWINEMARKET, NANTWICH

 

Crewe and Nantwich Borough Council had proposed extending the hours of operation of the Hackney Carriage stand on the West side of Swinemarket, Nantwich to 24 hours on all days. The stand currently operated between 22.00 hours and 6.00 hours.  The consent of Cheshire County Council was required and the report of the County Engineer gave details of the proposal.   

 

The Local Joint Committee sought clarification on the level of consultation carried out on the proposal, in particular with disabled users.  As clarification could not be provided it was -      

 

RESOLVED:  That the item be deferred pending receipt of information relating to the consultation process.       

 


44.      PEDESTRIAN CROSSING ASSESSMENT, BRADFIELD ROAD, CREWE

 

At its meeting held on 29th October 2007, a report was submitted regarding a pedestrian crossing assessment at Bradfield Road, Crewe...It had been agreed that although the location met the criteria for a crossing, further investigation was required to determine if a safe location, unaffected by vehicle accesses, could be determined.

 

Further assessments had subsequently been undertaken and the information report of the County Engineer, giving details, was submitted.


45.       REQUEST FOR PEDESTRIAN CROSSING AT ACTON – EXECUTIVE DECISION

 

At its meeting held on 16th July 2007, the Local Joint Committee resolved that a pedestrian crossing be installed on Chester Road, Acton. This decision fell outside County policy and had been referred to the County Council’s Executive Member for a decision. 

 

The Executive Member had considered the matter on 13th December 2007 and decided that as the installation of a pedestrian crossing at Chester Road, Acton, fell outside the County Council’s criteria, the proposal could not be approved.

 

The information report of the County Engineer was submitted; the Executive Member’s Decision was noted.


46.       PROJECT PROGRESS REPORTS

 

The Local Joint Committee received the report of the County Engineer which up-dated Members on highway schemes to be carried out within the Borough during 2007/2008 and Traffic Regulation Orders which had been approved by the Local Joint Committee but not yet implemented.
