Councillor Dykes declared a personal interest in item 5 (P07/1468)
of the planning applications list as a member of Wulvern Housing’s
Board.
As agenda item 5 referred to a forthcoming
planning application to which he had objected (P07/1432 Erection of
a 60m Wind Monitoring Mast for a period of three years, Land South
East of Bickerton for Banks Development), Councillor Davies
declared a personal and prejudicial interest. However, as the
content of the item did not refer to the application but to a
change in planning guidance for renewable energy development,
Councillor Davies remained in the meeting.
Although not members of the Committee,
Councillor Hammond declared a personal interest in item 1 of the
planning applications list (P07/1103) as a member of Gutterscroft
Centre Management Committee and a personal interest in item 2
(P07/1401) as a member of Haslington Parish Council.
Councillor Westwood declared a personal interest in item 5
(P07/1468) as a member of Wulvern Housing’s
Board.

Reason
The local planning authority considers that
the application has failed to provide sufficient information or
evidence to demonstrate that the building is inappropriate for
business use or sub-division into smaller commercial units and that
every reasonable attempt has been made to secure a business
re-use. This is contrary to Policy NE.16 (Re-use and
Adaptation of a Rural Building for Residential Use) of the Borough
of Crewe and Nantwich Replacement Local Plan
2011.

opportunity to clarify the vote.

information has been received. In the absence of this
information, to allow this development would be contrary to Policy
NE.9 (Protected Species) of the Borough of Crewe and Nantwich
Replacement Local Plan 2011 and advice contained within Circular
06/05 Biodiversity and Geological Conservation – Statutory
Obligations and Their Impact Within the Planning
System.

REFUSED: Reason
The proposal fails to demonstrate that the
site can accommodate the proposed scale and amount of development
without detrimental impact on neighbouring residential amenity by
reason of visual intrusion and overlooking of private amenity space
and highway safety by reason of lack of manoeuvring space to allow
motor cars to enter and leave the proposed properties in a forward
direction. Furthermore, the introduction of a car-dominated
frontage will introduce a discordant element into the street scene
of Crewe Road and fails to take the opportunity to improve quality
and character of the area. Therefore the proposal is contrary
to Policies BE.1; BE.2 and BE.3 of the Borough of Crewe and
Nantwich Replacement Local Plan 2011 and Guidance contained in
Planning Policy Statement 1: Delivering Sustainable
Development.

VALIDATION OF PLANNING APPLICATIONS:
LOCAL LIST CONSULTATION
70 The
Department for Communities and Local Government had published
guidance on the validation of planning applications, in
anticipation of the introduction of a new standard electronic
application form (1APP) which would become mandatory as from 6
April 2008.
Under the new arrangements, the standard
application form would be accompanied by the most common types of
information and supporting documents as set out in a national
mandatory core list, with additional items specified at ‘local’
level.
The report of the Development Control Manager
provided details of the content of a ‘local list’, which the
Council was required to consult on. The Committee was asked
to approve the document for consultation with relevant
stakeholders.
RESOLVED: That the
proposed ‘local list’ of validation requirements, as part of the
1APP Project, be approved for consultation with the relevant
stakeholders.
