8          DECLARATIONS OF INTEREST
 
No Member made any declaration of interest in respect of any item of business on the agenda.
 
9          WHIPPING DECLARATIONS
 
In accordance with Paragraph 18 of the Performance and Overview Procedure Rules, Members were invited to declare in respect of items where the whip had been applied.  No such declarations were made.
 
10        REVIEW OF BOARD DECISION CONSULTATION WAR MEMORIAL
 
10.1     In accordance with the Council's Constitution, four Members of Performance and Overview (Organisation) Committee had given the required notice to "call-in" Board Decision No.9: Consultation War Memorial. 
 
10.2    The stated reason for the call-in was
 
"In the light of significant local concern, and in the best interests of the general public."
 
10.3    The following documents were submitted for consideration by the Committee.
 
Ø      Extract from Statement of Decisions (15th June 2006)
Ø      Report of the Portfolio Holder for consideration by the Board at its meeting on 15th June 2006.
Ø      Copies of appropriate pages from the Council's Constitution of the Performance and Overview Procedure Rules (Paragraphs 11 and 14)
 
10.4    The Committee then adopted the two-stage process used on previous occasions by Performance and Overview Committees which had exercised their right to call-in a decision of the Executive. Stage 1 invited the full Committee to determine whether it wished to consider the matter further.
 
10.5    Decision to Review
 
AGREED:  (a) That the matter should not be considered further; and therefore
 
(b) That Decision No. 9 (Consultation - War Memorial) be accepted.
