37.       DECLARATION OF INTERESTS

County Councillor D Flude declared a personal interest in agenda item 10 (Objections to Proposed “Prohibition of Waiting” Order – Stalbridge Road, Crewe) on the basis that she was Chair of the Cheshire and Wirral NHS Partnership Trust.  County Councillor D J Newton declared a personal interest in the same item on the basis that he was Chair of the appropriate County Council Scrutiny Committee.

No other Member made any declaration of interest in any item of business on the agenda at this point in the meeting.

 

38.       MINUTES

RESOLVED:  That the Minutes of the meeting held on 30th October 2006 be approved as a correct record, subject to the following -

Minute No. 28          Requests for a 7.5 Tonnes Weight Limit, except for                                                 Access, Main Road and Snape Lane, Weston.

First paragraph, following  “……Weston…” insert  “and Basford”

39.       QUESTIONS BY ELECTORS AND PETITIONS

It was noted that there were no questions or petitions received from members of the public in accordance with the County Council’s Standing Order No. 35, as adopted by the Local Joint Committee.  

 

40.             ROAD CASUALTIES CHESHIRE – ANNUAL REPORT 2006

Cheshire County Council had a statutory duty under Section 39 of the 1988 Road Traffic Act, as amended by the Road Traffic Act 1991, to carry out accident studies, produce schemes of local improvement, education and disseminate good practice in road safety and carry out auditing of new or improved highway proposals.

The Engineering Service’s Road Safety Unit had prepared a report on the extent and nature of the road accident casualty statistics across Cheshire.

The Local Joint Committee received the report of the County Engineer which provided a summary of the key aspects of the full report.

 

41.             DECRIMINALISED PARKING ENFORCEMENT – PROGRESS

The issue of decriminalised parking enforcement had been discussed at the Local Joint Committee on 17th October 2005 and 30th October 2006. 

The report of the County Engineer up-dated Members on progress.

RESOLVED: (a) That the contents of the report be noted;

(b) That the Local Joint Committee agree to include in the full application to the Department for Transport for Decriminalised Parking Enforcement powers, the ability to allow the Borough Council to introduce clamping enforcement in Borough Council car parks; and

(c) That item (b) above be subject to the approval of Full Council (Crewe and Nantwich).

 

42.             DE-CRIMINALISATION – TRAFFIC REGULATION ORDERS

The report of the County Engineer proposed changes to certain existing road markings to be enforced under decriminalisation by means of a Traffic Regulation Order.  Discussions had taken place with the emergency services regarding the changes and they had raised no objections.

RESOLVED: (a) That authority be granted to give public notice of the intention to make Orders under the Road Traffic Regulations Act 1984 the effect of which will be to:

(i)  prevent vehicles stopping in the school “keep clear” zones, detailed in Section 2.1, Appendix 1 of the report between 8 am and 5 pm Monday to Friday;

(ii)  prohibit waiting, except for taxis, in the lengths of roads appointed as taxi stands, detailed in Section 2.2, Appendix 2 of the report, during the times specified; and

(b)  That if no objections were received the Traffic Orders be made.

 

43.             PROPOSED AMENDMENTS TO OFF-STREET PARKING ORDERS

Crewe and Nantwich Borough Council proposed to amend the Off-Street Parking Order in relation to car parks at Railway Street, Thomas Street, Edleston Road and Wood Street (East), Crewe.

The proposal in respect of Railway Street, Crewe would allow users to purchase tickets for stays in excess of one-day.  The proposals for Thomas Street, Edeston Road and Wood Street (East), Crewe, would permit the introduction of a “pay and display” charging system.  The Borough Council’s Board had approved the proposals at its meeting on 11th January 2007.

The report of the County Engineer gave details of the proposals.

RESOLVED: That consent be given to Crewe and Nantwich Borough Council under Section 39 of the Road Traffic Regulation Act 1984 to amend the Off-Street Parking Order as outlined in Section 2.1 of the report.

 

44.             OBJECTION TO PROPOSED RESTRICTION OF WAITING ORDER –

                 A529 – CHESHIRE STREET, AUDLEM

At the Local Joint Committee meeting held on 30th October 2006, it had been resolved that changes be made to the waiting restrictions on Cheshire Street, Audlem, as part of the decriminalisation process.  The Order was subsequently advertised and one objection had been received.

The report of the County Engineer gave details of the objection and invited the Local Joint Committee to resolve that the objection be not sustained.

RESOLVED: (a) That the objection be not sustained; and

(b) That the Order be implemented as advertised.

 

45.             OBJECTIONS TO PROPOSED REVOCATION OF “PROHIBITION OF WAITING” ORDER – MARKET STREET, CREWE

At the Local Joint Committee meeting held on 30th October 2006, it was resolved that changes be made to the waiting restrictions on the West side of Market Street, Crewe to allow on-street parking.  The Order was subsequently advertised and objections had been received.

The report of the County Engineer gave details of the objections and invited the Local Joint Committee to resolve that the objections be not sustained.

RESOLVED:  (a) That the objections be not sustained; and

(b) that the Order be implemented as advertised.

 

46.            OBJECTIONS TO PROPOSED “PROHIBITION OF WAITING” ORDER – STALBRIDGE ROAD, CREWE

At the Local Joint Committee meeting held on 30th October 2006, changes had been made to waiting restrictions on Stalbridge Road, Crewe, as part of the decriminalisation process. The Order was subsequently advertised and objections had been received.

The report of the County Engineer gave details of the objections and invited the Local Joint Committee to resolve that the objections be not sustained.

RESOLVED: (a) That the objections be not sustained; and

(b) That the Order be implemented as advertised.

 

47.           OBJECTIONS TO PROPOSED “PROHIBITION OF WAITING” ORDER – CREWE ROAD, HASLINGTON

At the Local Joint Committee meeting held on 30th October 2006, it was agreed to prohibit waiting on Crewe Road, Haslington, as part of the Haslington Traffic Management Scheme and decriminalisation process. The Order was subsequently advertised and objections had been received.

The report of the County Engineer gave details of the objections and invited the Local Joint Committee to resolve that the objections be not sustained.

RESOLVED: (a) That the objections be not sustained: and

(b) That the Order be implemented as advertised.

 

48.           OBJECTIONS TO PROPOSED ROAD HUMPS IN THE VILLAGE OF HASLINGTON

At the Local Joint Committee meeting held on 17th October 2005, it was resolved that, as part of the Haslington and Winterley Traffic Management Scheme, two road humps be installed at the junctions of Crewe Road/Waterloo Road/Bradeley Road and Crewe Road/The Dingle, Haslington. The Order was subsequently advertised and objections had been received.

The report of the County Engineer gave details of the objections and invited the Local Joint Committee to resolve that the objections be not sustained.

RESOLVED: (a) That the objections be not sustained: and

(b) That the road humps be installed as advertised.

 

49.            OBJECTIONS TO PROPOSED ZEBRA CROSSING, MIDDLEWICH STREET, CREWE

At the Local Joint Committee meeting held on 10th July 2006, it was resolved that a pedestrian crossing facility be installed at Middlewich Street, Crewe near to the junction with Ridgway Street.  Notice had been formally given and a letter of objection, signed by six residents, had been received.

The report of the County Engineer gave details of the objections and invited the Local Joint Committee to resolve that the objections be not sustained.

RESOLVED: (a) That the objections be not sustained; and

(b) That the Zebra crossing on Middlewich Street, Crewe, be installed as indicated in the public notice.

 

50.             PROPOSED CYCLE TRACKS ON THE A532 MACON WAY, CREWE

It was proposed to introduce off-carriageway cycle tracks on Macon Way, Crewe.  The report of the County Engineer gave details of the proposal.

RESOLVED: That public notice be given to remove the appropriate part of a footway under Section 66(4) of the Highways Act 1980 and a cycle track constructed under Section 65(1) at the following locations –

(a)         Macon Way, Crewe, West side between Herald Drive and Earle Street, Crewe; and

(b)         Macon Way, East side from its junction with Herald Drive Northwards for a distance of 60m.

 

51.             PROPOSED 30 MPH SPEED LIMIT, STATION ROAD, CALVELEY

It was proposed that a speed limit of 30 mph be introduced on Station Road, Calveley, which was an unlit, unclassified residential road.

The report of the County Engineer gave details of the proposal.

RESOLVED: That authority be granted to give public notice of the intention to make an Order under the Road Traffic Regulation Act 1984, the effect of which will be to –

(a)             Introduce a speed limit on Station Road, Calveley, of 30 mph from its junction with the A51 for 135 metres in a South-Easterly direction; and

(b)             That if no objections are received, the Traffic Order be made.

 

52.             PETITION RECEIVED – MAIN ROAD AND CEMETERY ROAD, WESTON

At the Local Joint Committee meeting held on 30th October 2006, the report of the County Engineer was submitted following receipt of a petition regarding Main Road and Cemetery Road, Weston.  The Local Joint Committee resolved that an investigation of the issues be carried out and the results reported to the next meeting of this Committee.

The report of the County Engineer, outlining the results of the investigation, was submitted.

RESOLVED: (a) That the concerns of the residents be noted; and

(b) That Weston and Basford Parish Council’s application for the use of temporary Speed Indicating Devices be progressed as a priority.

 

53.             PROJECT PROGRESS REPORTS

The Local Joint Committee received the report of the County Engineer which reported progress on schemes and Traffic Regulation Orders approved by the Local Joint Committee but not yet implemented.

At this point in the proceedings, County Councillor D Brickhill declared a personal and prejudicial interest in the item on the basis that he was a resident of Colleys Lane, Willaston which was identified in the report. 

(Note: Having declared the interest, County Councillor Brickhill withdrew from the meeting during consideration of the item.)

RESOLVED:  That County Councillor D J Newton be elected chair for this one item of business.

(Note:  Following discussion of the report, County Councillor D Brickhill re-joined the meeting.)

 

54.             LOCAL TRANSPORT PLAN ANNOUNCEMENT 2007-2008

On 18th December 2006, the Department for Transport announced the 2007/2008 local transport capital settlement.  At the same time, it also provided an outline assessment of the overall quality of Cheshire’s LTP and an assessment of the County Council’s first LTP delivery report.

The Local Joint Committee received the report of the County Engineer which provided details reported to the County Council’s Environment Executive on 16th January 2007.
