DECLARATIONS OF INTEREST
 
14               Councillor Moran declared a personal interest in item 3 (P05/1628) as an objector's husband was a work colleague.  He also declared a personal and prejudicial interest in item 26 (P06/0552) as a shareholder and season ticket holder of Crewe Alexandra Football Club.  Councillor Davies declared a personal and prejudicial interest in item 9 (P06/0364) as the applicant was a neighbour and a friend and item 26 (P06/0552) as a Crewe Alexandra Football Club season ticket holder.  Councillor Jones also declared a personal and prejudicial interest in item 26 (P06/0552) as a Crewe Alexandra Football Club season ticket holder.    
 
Although not a member of the Committee, Councillor Hammond declared a personal interest in item 21 (P06/0498) by virtue of his position as Chairman of the Gutterscroft Community Centre Management Committee.

1                   The Local Planning Authority considers that the proposed development is unacceptable by reason of the general layout, design, siting and the over-domination of the car which is a result of the overdevelopment of the site and positioning of the car to the front of the dwellings.  Furthermore, the site fails to take the full opportunities to improve the streetscene and create continuity in the Building frontage in sympathy with its surroundings.  As such the development is harmful to the character and appearance of the area contrary to Policies RES.4 (Housing in Villages with Settlement Boundaries) and BE.2 (Design Standards) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.
 
2                   The Local Planning Authority considers that the proposed development is unacceptable as the design of the buildings fails to convey sufficient strength and depth of architectural character and therefore has a negative impact on the character of the residential area contrary to Policies RES.4 (Housing in Villages with Settlement Boundaries) and BE.2 (Design Standards) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.

1                   The Local Planning Authority considers that the proposed development has failed to secure provision for affordable housing within the development.  Under such circumstances, to allow the development would conflict with Policy RES.7 (Affordable Housing within the Settlement Boundaries of Nantwich and the Villages Listed in RES.4) of the Borough of Crewe and Nantwich Replacement Local Plan 2011. 
2                   The Local Planning Authority considers that the proposed development has failed to secure provision for public open space within the development.  Under such circumstances, to allow the development would conflict with Policy RT.3 (Provision of Recreational Open Space and Children's Playspace in New Housing Developments) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.
3                   The Local Planning Authority considers that the proposed development is unacceptable in that the scale, form and design of the dwelling together with their arrangement on the site fails to respond or relate to key elements of the surrounding townscape.  As such the development fails to take the opportunity to improve the character of the approach to this historic village, all contrary to Policies BE.1 (Amenity) and BE.2 (Design Standards) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.

BUILDINGS OF LOCAL INTEREST:
INCLUSION OF ADDITIONAL BUILDINGS/STRUCTURES  
 
17               The Borough Council had identified 78 locally important buildings and structures in its List of Buildings of Local Importance contained in the Borough of Crewe and Nantwich Replacement Local Plan 2011, appendix 5.3.  The report of the Senior Planning Officer (Conservation) proposed several additions to the list which had met the approved criteria. 
 
The report also proposed that two candidates for inclusion on the list be put forward for consideration as part of the Nantwich Conservation Area Management Strategy.  A third candidate Stapeley Manor, was recommended for deletion as it did not fall within Nantwich and would be included within a wider redevelopment site allocated within the Borough of Crewe and Nantwich Replacement Local Plan 2011.       
 
RESOLVED: That a) the following buildings/structures be added to the List of Buildings of Local Interest contained in appendix 5.3 the Borough of Crewe and Nantwich Replacement Local Plan 2011
  1. Mile Post near 397, Crewe Road, Wistaston;
  2. Mile Post near 587, Crewe Road, Wistaston;
  3. Mile Post near 1 Alvaston Cottages, Middlewich Road, Wistaston;
  4. The Limes, 425 Crewe Road, Winterley;
  5. The Former Mill House, Crewe Green Road, Crewe;
  6. The Horse Shoe Public House, North Street, Coppenhall;

STREET NAMING: LAND AT BEDFORD COURT, CREWE  
 
18               The report of the Borough Planning Officer gave details of a proposal submitted by the developer Jennifer Sarson to name the westward extension of Bedford Court "Kenneth Close" after her father. 
 
The Council's street naming policy stipulated that "personal names i.e. names which related to developers personal friends or relatives would not be approved".  As the proposal was contrary to policy, the report proposed that the development be numbered 1a, 1b and 1c.               
 
RESOLVED:  That the westward extension to Bedford Court be numbered 1a, 1b and 1c in accordance with street naming policy and accepted for inclusion in the Local Land and Property Gazetteer.    
 
STREET NAMING LAND BEHIND 67 CREWE ROAD, HASLINGTON 
 
19               The report of the Borough Planning Officer put forward the name "Orchard Grove" for the development as suggested by the developer Muller Property Holdings.  The Post Office had been consulted and had no objections.      
 
Following its consultation, the Parish Council had objected to the name due to the potential for confusion with Orchard Court and suggested four alternatives: "Strang Grove/Place", "Andrew Grove/Place", "Fox Covert/Grove/Place", "Druitt Court".  All the names had local connections.  The Post Office was re-consulted and had no objections to the alternatives but did express reservations about "Strang".                 
 
RESOLVED: That the name "Druitt Court" be accepted for inclusion in the Local Land and Property Gazetteer.
