41        Councillor Campbell declared a personal and prejudicial interest in item 15 (P06/1052) by virtue of being the named applicant.  Councillor Howell declared a personal interest in the same item (15) as the applicant was a close personal friend.

43        The Borough Planning Officer submitted the following applications for determination.
 
1.         P05/1100       Residential Development for 8 Flats and Restoration of    
Walls around Walled Garden (Reserved Matters), The Walled Garden off King's Lane, North of 82-96 Welsh Row, Nantwich for Jennings Investments LLP              
 
REFUSED:     Reason  
 
The proposed two and a half storey apartment building by virtue of the extent of its footprint, height, size, bulk, mass and design is out of keeping with and harmful to the setting of the Walled Garden and the adjacent to the Nantwich Conservation Area.  The proposed building is too close to the listed walls and its location and size would result in a loss of the open character of the garden.  The use of cladding as a building material in the design of this building is harmful to the character and appearance of the listed walls and the adjacent conservation area.  To allow the development would be contrary to Policies BE.7 (Conservation Areas), BE.9 (Listed Buildings Alterations and Extensions) and BE.10 (Changes of Use for Listed Buildings) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.

44        The report of the Borough Planning Officer invited the Committee to approve the name 'Amys Meadow', 'Amelia Court' or 'Amy Jane Way' for the development as proposed by the owner Jacqueline Rouse. 
 
It was noted that the Parish Council had been consulted and had made no comment.  The Royal Mail had been consulted and had no objection to 'Amys Meadow'.        
 
RESOLVED: That the name 'Amys Meadow' be accepted for inclusion in the Local Land and Property Gazetteer. 
 
PERFORMANCE MONITORING
 
45        The Committee received the quarterly performance monitoring report of the Borough Planning Officer which provided information on -
 
a)     3rd quarter performance against determination of planning applications measured by Best Value Performance Indicators 109a, 109b, 109c and 188; and
b)     Building Control delegated decisions for the period 14 July to 4 October 2006.
