1
The proposed development is considered unacceptable due to its
close proximity to Rope Lane to the west of the
site. No PPG24 (Planning and Noise) noise survey
has been submitted as part of this application to identify whether
or not noise caused by traffic using Rope Lane would have a
detrimental impact upon the amenities of the future occupiers of
the future dwellings through noise and
disturbance. In the absence of this information
to allow this development would be contrary to PPG24 (Planning and
Noise) and Policy BE.1 (Amenity) of the Borough of Crewe and
Nantwich Replacement Local Plan 2011.

Notwithstanding the submitted application and supporting
information, the proposal fails to adequately demonstrate that the
buildings are inappropriate for commercial, industrial or
recreational use or that every reasonable attempt has been made to
secure a suitable business re-use for the
buildings. In particular no attempt has been
made to market the buildings for purposes which might benefit the
local economy. To allow the development would be
contrary to Policy NE.16 (Re-use and adaptation of a rural building
for residential use) of the Borough of Crewe and Nantwich
Replacement Local Plan 2011.

Reasons
1
The Local Planning Authority considers that the proposed
development is unacceptable by reason of the general layout, siting
and scale of development proposed. The site is
of insufficient size to accommodate six terraced houses together
with parking and private open space in a manner which respects the
character of the locality and the proposal is therefore considered
to represent over development of the site. The
parking to the front of the dwellings results in a car dominated
development allowing no space for landscaping.
Furthermore, the proposal fails to take the full opportunities to
improve the appearance of the street scene and create continuity of
development in sympathy with its surroundings.
To allow the development would be contrary to Policies RES.2
(Unallocated Housing Sites), RES.3 (Housing Densities) and BE.2
(Design Standards) of the Borough of Crewe and Nantwich Replacement
Local Plan 2011 and PPS1: Delivering Sustainable
Development.

The siting and scale of the proposed dwellings will result in
unreasonable overlooking and domination of the adjacent dwellings
in Adelaide Street to the detriment of residential amenities at
those and the proposed dwellings. To allow the
development would be contrary to Policy BE.1 (Amenity) of the
Borough of Crewe and Nantwich Replacement Local Plan
2011.
