Notes to Members of the
Public
The full Licensing and Regulatory Committee
consists of 15 elected Members. Councillor Stan Davies is the
Chair. This Committee has 7 Sub-Committees. There are 2
x 8-Member Sub-Committees which deal with Hackney Carriage and
Private Hire licensing and personnel matters and there are 5 x
3-Member Sub-Committees which deal with matters under the Licensing
Act 2003.
The Borough Council welcomes and encourages
members of the public to attend its Committee, Board and Council
meetings.
If you plan to attend, please report to the
Reception Desk in Delamere House, Delamere Street, where you will
be provided with a Visitor’s Pass.
There are several town centre car parks
including one at Delamere House.
You are asked to remain quiet whilst the
meeting is taking place, and to enter and leave the meeting room,
or public gallery of the Council Chamber, as quietly as
possible. Please ensure that if you have a mobile phone or
pager, it is switched off for the duration of the meeting.
You are not allowed to have drinks or food
in the meeting rooms, nor in the Public Gallery. A “No
Smoking” policy operates in the Municipal Buildings.
Fire Evacuation
If the fire alarm rings, you should make
your way to the nearest exit with your belongings, as quickly as
possible, and leave the building. Please follow any
instructions from staff about evacuation routes.
Copies of the agenda will be available if
you attend. Agendas are also made available on the Internet and can
be accessed via the Council’s website – see front page for
details.
On occasions, members of the press and
public will be excluded from the meetings when the business to be
transacted is of a confidential nature, for example, dealing with
individual people, contracts and financial affairs of other
parties.

Declaration of Interests
Any Member present (including non-Committee
Members) to declare any personal or prejudicial interest, and the
nature of the interest, which they have in any item of business on
the agenda and, if necessary, to leave the meeting prior to
discussion of that item.
Declarations are a personal matter for each
Member to decide. Whilst Officers will advise on the Code of
Conduct and its interpretation, the decision to declare, or not, is
the responsibility of the Member, based on the particular
circumstances.

Designation of Public Places Orders (“Alcohol Exclusion
Zones”)
2.1 On
1st November 2006, Council approved the procedural
framework for making Designated Public Places Orders. The
Police subsequently requested a wider ban than the specific areas
initially identified, and at its meeting on 31st May
2007, the Board recommended that Council consider the evidence
presented and the extent of any Designation Orders.
2.2 At Council
on 13th June 2007, it was resolved that the power to
make Designated Public Places Orders under the Criminal Justice and
Police Act 2001 be delegated to the full Licensing and Regulatory
Committee only. At that time, Council accepted that there was
sufficient evidence to support the establishment of such orders to
cover the entire wards of -

Council further
anticipated the likelihood of displacement and supported the
establishment of Designated Public Places Orders to cover the
entire wards of –
Birchin
Haslington
St
Mary’s
Shavington
2.3 The report
of the Chief Executive (2) sets
out the issues to be considered and invites the Committee to
-
(a) Approve the making of the
Order to cover the urban areas identified on the map attached to
the report;
(b)
Approve the overlap of the ward
boundary at Wybunbury/Stapeley; and
(c) Consider the cost
options detailed in Section 4 of the report and recommend which to
adopt.
This agenda can be
made available in large text if required.
Note:
In accordance with the Health and Safety
at Work Act, the Council is required to notify those attending
meetings of the fire evacuation procedures. A copy has
previously been distributed to Members and instructions are located
in all rooms within the Civic Suite.
