Notes for Members of the Public

The Highways & Transportation Local Joint Committee comprises 16 elected members, 8 representing Cheshire County Council and 8 representing Crewe & Nantwich Borough Council. The names of the Councillors are provided on the front page of the agenda.

The Highways and Transportation Local Joint Committee welcomes and encourages members of the public to attend its meetings.

If you plan to attend, please report to the Reception Desk in the Municipal Buildings, where you will be provided with a Visitor’s Pass.

Car parking is not available at the Municipal Buildings, but there are several town centre car parks.  There is a disabled access to the rear of the Municipal Buildings, and this can be accessed through the side door on Vernon Way.  Please press the button for attention, and someone will meet you and escort you through to the main reception area.

You are asked to remain quiet whilst the meeting is taking place, and to enter and leave the meeting room, or public gallery of the Council Chamber, as quietly as possible.  Please ensure that if you have a mobile phone or pager, it is switched off for the duration of the meeting.

You are not allowed to have drinks or food in the meeting rooms, nor in the Public Gallery, other than refreshments offered by the Borough Council. 


Fire Evacuation

If the fire alarm rings, you should make your way to the nearest exit with your belongings, as quickly as possible, and leave the building. Please follow any instructions from staff about evacuation routes.

On occasions, members of the press and public will be excluded from the meetings when the business to be transacted is of a confidential nature, for example, dealing with individual people, contracts and financial affairs of other parties.

1.         DECLARATIONS OF INTEREST

Any Member present (including non-Committee Members) to declare any personal or prejudicial interest, and the nature of the interest, which they have in any item of business on the agenda and, if necessary, to leave the meeting prior to discussion of that item.

Members who also serve as Town or Parish Councillors are reminded of the need to make declarations in respect of any item which directly concerns the business of the appropriate authority.

Declarations are a personal matter for each Member to decide. Whilst Officers will advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Member, based on the particular circumstances.


2.         MINUTES OF MEETING HELD ON 16TH JULY 2007

3.         QUESTIONS BY ELECTORS AND PETITIONS

To consider any questions or petitions received from members of the public in accordance with the County Council’s Standing Order No. 35, as adopted by the Local Joint Committee.

The Local Joint Committee is reminded that in accordance with this Standing Order, questions must be received in writing at least three clear working days before the meeting takes place. The questioner must sign and date the document containing the question. 

Petitions may be presented and must relate to an issue which falls within the powers of the Local Joint Committee.  Notification that a petition is to be presented must also be submitted in writing at least three clear working days before the meeting takes place.

4.         ‘A’ AND ‘B’ ROADS:  SPEED LIMIT REVIEW – 2007-2011

            ENVIRONMENT EXECUTIVE DECISION

The report of the County Engineer (4) informs the Local Joint Committee of the decision of the Environment Executive made on 17th July 2007 in respect of the ‘A’ and ‘B’ Road Review. 

Members are asked to note the report together with the Executive’s Decision.


5.         ROAD CASUALTY REDUCTION MEASURES -

            TRAFFIC SAFETY CAMERAS

In April 2003, the Cheshire Safety Camera Partnership was given approval by the Department for Transport to join the National Safety Camera Programme. 

The scheme continues to contribute to the reduction in road casualties;  the report of the County Engineer (5) provides an outline of the results over the previous 4 years of the scheme.


FOR DECISION

6.         ALLEY-GATING SCHEME:  APPLICATIONS FOR GATING ORDERS –   GROSVENOR WARD

At the previous meeting, Members considered a report relating to consultation on the policy and procedure for implementation of Gating Orders on highways, under the Clean Neighbourhoods and Environment Act 2005.

The report of the County Engineer (6) (6.1) now submitted, gives details of a request from the Safer Communities Partnership which has made five applications for Gating Orders, all relating to adopted highways within the Grosvenor Ward. 

The Local Joint Committee is asked to consider the applications and grant authority for the Orders to be made.


7.         SPEED LIMIT REVIEW – ‘C’ AND UNCLASSIFIED ROADS

Following a decision by the Environment Executive, the review of speed limits on ‘A’ and ‘B’ roads is to be carried out on a county-wide basis.  Review of ‘C’ and unclassified roads is to be carried out locally and in accordance with Government guidance. 

The report of the County Engineer (7) proposes a means of prioritising speed limit reviews on these roads.

The Local Joint Committee is asked to RESOLVE

(a)        That the speed limits be reviewed at Stoneley Road, Crewe, Moss Lane, Leighton and Colleys Lane, Willaston, and proposals be submitted to a future meeting of the Local Joint Committee; and

(b)        That a list of locations which may meet the criteria as a village under the Department for Transport’s Circular 01/2006 be submitted to the meeting of the Local Joint Committee in April 2008, for prioritisation.


8.         PETITIONS RECEIVED – DEMAND FOR SAFER PAVEMENTS IN THE BOROUGH OF CREWE AND NANTWICH

Members will recall that a petition was submitted to the previous meeting by the Safer Pavements Action Team (SPAT) demanding safer pavements in the borough.

The report of the County Engineer (8) invites the Local Joint Committee to receive the petition and to resolve that the treatment of footways be progressed through Routine and Structural Maintenance Operations.


9.         PETITIONS RECEIVED – REQUEST FOR “PROHIBITION OF WAITING” ORDER, LONDON ROAD, NANTWICH

The report of the County Engineer (9) gives details of a petition received from residents of Wrights Court, Nantwich regarding difficulties caused by parked vehicles on London Road, Nantwich.

The Local Joint Committee is asked to note the concerns of residents and to resolve that a bus clearway be installed as indicated on the plan attached to the report.

The petition is enclosed as part of the supporting documents for Members of the Local Joint Committee and appropriate Officers.  Copies are available for inspection by members of the public.

 

10.       PETITIONS RECEIVED – REQUESTS FOR PEDESTRIAN CROSSINGS,

           BRADFIELD ROAD AND REMER STREET, CREWE

The report of the County Engineer (10) gives details of petitions received requesting the installation of pedestrian crossings on Bradfield Road, Crewe and Remer Street, Crewe respectively.

The Local Joint Committee is asked to note the concerns of residents and resolve that a further report be submitted to a future meeting following the completion of on-site detailed assessments.

The petitions are enclosed as part of the supporting documents for Members of the Local Joint Committee and appropriate Officers.  Copies are available for inspection by members of the public.

 

11.      PUBLIC CONSULTATION RESULTS FOR WELSH ROW (NANTWICH)              ENVIRONMENTAL ENHANCEMENTS

At its meeting held on 23rd April 2007, the Local Joint Committee authorised a full public consultation to be undertaken in respect of the Welsh Row Enhancement Scheme.

The report of the County Engineer (11) gives details of the results of the consultation exercise and highlights the issues raised.

The Local Joint Committee is asked to grant authority to advertise proposals to introduce a weight limit, the effect of which will be to prevent heavy commercial vehicles over 7.5 tonnes from proceeding along the lengths of roads shown on the plan (except for access) attached to the report.


12.       PROPOSED “PROHIBITION OF WAITING” ORDER -

           COPPICEMERE DRIVE, ELECTRA WAY, MALLARD WAY AND

           WESTMERE DRIVE, CREWE (CREWE BUSINESS PARK)

At its meeting held on 11th July 2005, the Local Joint Committee resolved to advertise a proposal to introduce parking restrictions on Crewe Business Park.  In view of the number of objections received Members requested that a further consultation exercise be carried out.

The report of the County Engineer (12) gives details of the outcome of the consultation exercise.

The Local Joint Committee is asked to RESOLVE

(a) That authority be granted to advertise the proposal to make a “prohibition of waiting” order, the effect of which will be to prohibit waiting at all times on the lengths of roads as shown on the plan attached to the report, and

(b) That overnight parking by heavy commercial vehicles over 7.5 tonnes be prohibited on all roads within the Business Park.

Consultation responses are enclosed as part of the supporting documents for Members of the Local Joint Committee and appropriate Officers.  Copies are available for inspection by members of the public.

  

13.      REQUESTS FOR PROHIBITION OF WAITING– DUKE STREET,   CREWE, THE BEECHES, NANTWICH AND NEWTON STREET, CREWE

Requests have been received for consideration to be given to introducing parking restrictions on Duke Street, Crewe, Newton Street, Crewe, and The Beeches, Nantwich.  

The report of the County Engineer (13) gives details of the requests and invites the Local Joint Committee to authorise the advertisement of the appropriate Orders.


14.       PROPOSED SPEED LIMIT, MAIN ROAD, WORLESTON

The report of the County Engineer (14) up-dates the Local Joint Committee on the proposal to introduce a speed limit in Worleston, Nantwich.

The Local Joint Committee is asked to resolve that authority be granted to advertise the appropriate “Prohibition of Waiting” Orders, as detailed in the report.


15.       A534 CREWE ROAD, WISTASTON – HEAVY COMMERCIAL VEHICLES

At the previous meeting, the Local Joint Committee was informed of the receipt of a petition in respect of the effects of heavy commercial vehicles on the A534 Crewe Road through Willaston and Wistaston.

The report of the County Engineer up-dates Members on developments. (15)


16.       CHAIR’S REPORT – THE OLD NEWCASTLE ROAD, BLAKELOW, SHAVINGTON, HOUGH AND CHORLTON

This item has been included at the request of County Councillor D Brickhill, (Chair of the Local Joint Committee); his report is attached (16).  The traffic survey referred to in the report will be tabled at the meeting.  


17.             PROGRESS REPORTS

To receive the report of the County Engineer (17) which up-dates the Local Joint Committee on highway schemes to be carried out within the Borough during 2007/2008 and Traffic Regulation Orders which have been approved by the Local Joint Committee but not yet implemented.


18.       FUTURE MEETINGS

18.1    Additional Meeting

The Area Traffic Engineer will advise the Local Joint Committee about the possible need for an additional meeting before the end of the calendar year.

18.2   Timetabled meeting

The next scheduled meeting is 28th January 2008.
