The Highways & Transportation Local
Joint Committee comprises 16 elected members, 8 representing
Cheshire County Council and 8 representing Crewe & Nantwich
Borough Council.The names of the Councillors are provided on the
front page of the agenda.
The Highways and Transportation Local Joint
Committee welcomes and encourages members of the public to attend
its meetings.
If you plan to attend, please report to the
Reception Desk in the Municipal Buildings, where you will be
provided with a Visitor’s Pass.
Car parking is not available at the
Municipal Buildings, but there are several town centre car
parks. There is a disabled access to the rear of the Municipal
Buildings, and this can be accessed through the side door on Vernon
Way. Please press the button for attention, and someone will
meet you and escort you through to the main reception area.
You are asked to remain quiet whilst the
meeting is taking place, and to enter and leave the meeting room,
or public gallery of the Council Chamber, as quietly as possible.
Please ensure that if you have a mobile phone or pager, it is
switched off for the duration of the meeting.
You are not allowed to have drinks or food
in the meeting rooms, nor in the Public Gallery, other than
refreshments offered by the Borough Council.
Fire Evacuation
If the fire alarm rings, you should make
your way to the nearest exit with your belongings, as quickly as
possible, and leave the building. Please follow any
instructions from staff about evacuation routes.
Copies of the agenda will be available if
you attend. Agendas are also made available on the Internet and can
be accessed via the Borough Council’s website – see front page for
details.
On occasions, members of the press and
public will be excluded from the meetings when the business to be
transacted is of a confidential nature, for example, dealing with
individual people, contracts and financial affairs of other
parties.

DECLARATIONS OF INTEREST
Any Member present (including non-Committee
Members) to declare any personal or prejudicial interest, and the
nature of the interest, which they have in any item of business on
the agenda and, if necessary, to leave the meeting prior to
discussion of that item.
Members who also serve as Town or Parish
Councillors are reminded of the need to make declarations in
respect of any item which directly concerns the business of the
appropriate authority.
Declarations are a personal matter for each
Member to decide. Whilst Officers will advise on the Code of
Conduct and its interpretation, the decision to declare, or not, is
the responsibility of the Member, based on the particular
circumstances.

QUESTIONS BY ELECTORS AND PETITIONS
To consider any questions or petitions
received from members of the public in accordance with the County
Council’s Standing Order No. 35, as adopted by the Local Joint
Committee.
The Local Joint Committee is reminded that in
accordance with this Standing Order, questions must be received in
writing by the County Secretary, or his agent, at least three clear
working days before the meeting takes place. The questioner must
sign and date the document containing the question.
Petitions may be presented and must relate to
an issue which falls within the powers of the Local Joint
Committee. Notification that a petition is to be presented
must also be submitted in writing at least three clear working days
before the meeting takes place.

4. PETITION
RECEIVED – REQUEST FOR 20 MPH SPEED LIMIT
MILLFIELDS AREA, NANTWICH
A petition has been received from the Blagg
Avenue (Nantwich) Neighbourhood Watch Group requesting the
introduction of a 20 mph speed limit in the Millfields/Queen’s
Drive area of Nantwich.
The report of the County Engineer

gives details of the petition and recommends no further action be
taken, for the reasons given in the report.
The Local Joint Committee is asked to RESOLVE
-
(a) That
no further action be taken regarding this request; and
(b) That
the petitioners be informed of the decision of the Local Joint
Committee and the justification for the decision.

5. PETITION
RECEIVED – REQUEST FOR SPEED LIMIT, RAVENSMOOR
NANTWICH
A petition has been received from residents of
Ravensmoor requesting the introduction of a speed limit within the
village.
The report of the County Engineer

gives details of the petition.
The Local Joint Committee is asked to RESOLVE
–
That the concerns of the petitioners be noted
and that they be informed that a review of warning signs and
markings is to be carried out and that the installation of a speed
limit be dependent on the prioritisation of those locations
awaiting an assessment.

6. SPEED
LIMIT REVIEW – ‘C’ AND UNCLASSIFIED ROADS AND
NEWCASTLE ROAD, SHAVINGTON
At its meeting held on 29th October
2007, the Local Joint Committee considered the issue of the speed
limit review on ‘C’ and unclassified roads, and Newcastle Road,
through Shavington. At that meeting it was resolved, inter
alia, that a list of locations which may meet the criteria as
a “village” be submitted to the January 2008 meeting for
prioritisation, and that the proposals contained in the Chair’s
report (Newcastle Road) also be considered at this meeting.
The Local Joint Committee also asked for a
review of speed limits at Stoneley Road, Crewe; Moss Lane,
Leighton; and Colleys Lane, Willaston with proposals being
submitted to a future meeting.
The report of the County Engineer

provides information in respect of Members’ requests made at the
meeting in October.
The Local Joint Committee is asked to RESOLVE
-
(a)
That the method for prioritising
speed limit reviews on ‘C’ and unclassified roads be based on a
Weighted Collision Index consistent with that of the County’s ‘A’
and ‘B’ roads review.
(b) That
authority be granted to advertise the proposals to make speed limit
orders, the effect of which will be to introduce a 30 mph speed
limit on the following lengths of roads and if no objections are
received, the Orders be made:
(i)
Stoneley
Road, Crewe from its junction with Groby Road Westwards for a
distance of 525 metres to the limit of the existing 30 mph speed
limit;
(ii) Moss
Lane, Leighton from its junction with Parkers Road Northwards for a
distance of approximately 1300m
(c) That the
existing 30 mph speed limit along Colleys Lane, Willaston be
extended North-Westwards for a distance of 1050 metres.
7. WELSH
ROW ENVIRONMENTAL ENHANCEMENTS
At its meeting held on 29th October
2007, it was agreed that a further report be submitted to the Local
Joint Committee indicating the proposed footway materials to be
used on this scheme, and alterations to Traffic Regulation
Orders.

provides details and the Local Joint Committee is asked to
RESOLVE
(a) That authority
be granted to advertise the proposals to revoke the prohibition of
waiting Order, the effect of which will be to remove parking
restrictions along the length of Welsh Row, Nantwich as shown on
Appendix 2 of the report; and
(b) That if
no objections are received the Order be made.
8. PROPOSED
PROHIBITION OF WAITING ORDER, COPPICEMERE DRIVE, ELECTRA WAY,
MALLARD WAY AND WESTMERE DRIVE, CREWE
(CREWE BUSINESS PARK)
At its meeting held on 29th October
2007, the Local Joint Committee considered a report on proposed
waiting restrictions at Crewe Business Park. The matter was
deferred to the January 2008 meeting.
Officers have considered the comments made by
Members at the previous meeting, and the report of the County
Engineer (8)
reviews the proposals made.
The Local Joint Committee is asked to RESOLVE
-
(a) That authority
be granted to advertise the proposal to make a prohibition of
waiting Order, the effect of which will be to prohibit waiting at
all times along the following lengths of roads:
Westmere Drive, both sides - from a point 165
metres south and west of the southern kerbline westwards for a
distance of 55 metres (including the roundabout)
Electra Way, north side - from its junction
with Mallard Way westwards for a distance of 160 metres
Electra Way, south side - from its junction
with Mallard Way westwards for a distance of 75 metres
Mallard Way, east side - from its junction
with Electra Way southwards for 142 metres
Mallard Way - west side – from its junction
with Electra Way southwards for 30 metres and from a point 108
south of its junction with Electra Way southwards for 34 metres
(b) That if no
objections are received, the Order be made.
9. LAIDON
AVENUE, ROPE, WISTASTON – PROPOSED
TRAFFIC-CALMING
As part of a planning condition of the
Persimmon Homes site on Lochleven Road, Rope, there is a
requirement to introduce a traffic-calming scheme on Laidon
Avenue.
It is proposed that the scheme be located on
Laidon Avenue between its junctions with Whirlow Road and Rope Bank
Avenue.
The report of the County Engineer
(9) gives
details of the scheme, and the Local Joint Committee is asked to
RESOLVE –
(a)
That authority be given for a public consultation to take place on
the proposed traffic-calming scheme;
(b) That
authority be granted to give public notice of the intention to
install road humps under the Highways Act 1980; and
(c) That if no
objections are received the scheme be constructed.
10. PROPOSED EXTENSION
OF HOURS OF OPERATION OF HACKNEY
CARRIAGE STAND, SWINEMARKET, NANTWICH
Crewe and Nantwich Borough Council has
proposed extending the hours of operation of the Hackney Carriage
stand on the West side of Swinemarket, Nantwich to 24 hours on all
days. The stand currently operates between 10.00 hours and 18.00
hours.
The consent of Cheshire County Council is
required and the report of the County Engineer (10)
gives details of the proposal.
The Local Joint Committee is asked to RESOLVE
-
(a) That
consent be given to Crewe and Nantwich Borough Council to extend
the hours of operation of the Hackney Carriage stand situated
on the West side of Swinemarket, Nantwich to 24 hours on all
days;
(b) That
authority be granted to give public notice of the intention to make
an Order under the Road Traffic Regulation Act 1984, the effect of
which will be to prohibit waiting, except for Hackney Carriages, in
the Hackney Carriage stand situated on the West side of
Swinemarket, Nantwich (shown on the plan attached to the report) 24
hours on all days; and
(c) That if no
objections are received the Traffic Order be made.

11.
PEDESTRIAN CROSSING ASSESSMENT, BRADFIELD ROAD, CREWE
At its meeting held on 29th October
2007, a report was submitted regarding a pedestrian crossing
assessment at Bradfield Road, Crewe. It was agreed that
although the location met the criteria for a crossing, further
investigation was required to determine if a safe location,
unaffected by vehicle accesses, could be determined.
Further assessments have now been carried out
and the report of the County Engineer (11)
gives details.
12. REQUEST FOR
PEDESTRIAN CROSSING AT ACTON –
EXECUTIVE DECISION
At its meeting held on 16th July
2007, the Local Joint Committee resolved that a pedestrian crossing
be installed on Chester Road, Acton. This decision fell outside
County policy and was referred to the County Council’s Executive
Member for a decision.
The Executive Member considered the matter on
13th December 2007 and decided that as the installation
of a pedestrian crossing at Chester Road, Acton, fell outside the
County Council’s criteria, the proposal could not be approved.

details and includes a copy of the Executive Member’s Decision.
13. PROGRESS
REPORTS
To receive the report of the County
Engineer (13) which
up-dates the Local Joint Committee on highway schemes to be carried
out within the Borough during 2007/2008 and Traffic Regulation
Orders which have been approved by the Local Joint Committee but
not yet implemented.

MEETING
21st April 2008

with the Health and Safety at Work Act, the Council is required to
notify those attending meetings of the fire evacuation
