Notes for Members of the Public

The Highways & Transportation Local Joint Committee comprises 16 elected members, 8 representing Cheshire County Council and 8 representing Crewe & Nantwich Borough Council.  The names of the Councillors are provided on the front page of the agenda.

The Highways and Transportation Local Joint Committee welcomes and encourages members of the public to attend its meetings.

If you plan to attend, please report to the Reception Desk in the Municipal Buildings, where you will be provided with a Visitor’s Pass.

Car parking is not available at the Municipal Buildings, but there are several town centre car parks.  There is a disabled access to the rear of the Municipal Buildings, and this can be accessed through the side door on Vernon Way.  Please press the button for attention, and someone will meet you and escort you through to the main reception area.

You are asked to remain quiet whilst the meeting is taking place, and to enter and leave the meeting room, or public gallery of the Council Chamber, as quietly as possible.  Please ensure that if you have a mobile phone or pager, it is switched off for the duration of the meeting.

You are not allowed to have drinks or food in the meeting rooms, nor in the Public Gallery, other than refreshments offered by the Borough Council. 

Fire Evacuation

If the fire alarm rings, you should make your way to the nearest exit with your belongings, as quickly as possible, and leave the building.  Please follow any instructions from staff about evacuation routes.

On occasions, members of the press and public will be excluded from the meetings when the business to be transacted is of a confidential nature, for example, dealing with individual people, contracts and financial affairs of other parties.

AGENDA

1.         ELECTION OF CHAIR AND DEPUTY CHAIR

To elect a Chair (from the County Council representation) and Deputy Chair (from the Borough Council representation) for the Municipal Year.

In accordance with the County Council’s Standing Orders, in the event of there being one nomination only for each vacancy, the election will be conducted by a show of hands.

If the office is contested, a secret ballot will be held.  Where no person receives more than half of the votes cast, the name of the person with least number of votes will be withdrawn and further ballots held until one person receives a clear majority.

If there is an equality of votes as a result of a secret ballot, the common-law position of casting lots (ie “toss of a coin”) will be adopted.

2.         DECLARATIONS OF INTEREST

Any Member present (including non-Committee Members) to declare any personal or prejudicial interest, and the nature of the interest, which they have in any item of business on the agenda and, if necessary, to leave the meeting prior to discussion of that item.

Members who also serve as Town or Parish Councillors are reminded of the need to make declarations in respect of any item which directly concerns the business of the appropriate authority.

Declarations are a personal matter for each Member to decide.  Whilst Officers will advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Member, based on the particular circumstances.

3.         MINUTES OF MEETING HELD ON 23RD APRIL 2007

To approve the Minutes of the meeting held on 23rd April 2007. (3)           

4.         QUESTIONS BY ELECTORS AND PETITIONS

To consider any questions or petitions received from members of the public in accordance with the County Council’s Standing Order No. 35, as adopted by the Local Joint Committee.

The Local Joint Committee is reminded that in accordance with this Standing Order, questions must be received in writing at least three clear working days before the meeting takes place. The questioner must sign and date the document containing the question. 

Petitions may be presented and must relate to an issue which falls within the powers of the Local Joint Committee.  Notification that a petition is to be presented must be in writing at least three clear working days before the meeting takes place.

5.         ALLEY-GATING (THE CLEAN NEIGHBOURHOODS AND ENVIRONMENT ACT 2005) – INTERIM POLICY CONSULTATION

The document “Alley-gating – Policy and Procedure for Implementation of Gating Orders on Highways (including Public Rights of Way recorded on the definitive map) in Cheshire” as an interim policy with effect from 20th April 2007.

The document cannot be adopted as a full policy until a consultation process has been undertaken with relevant stakeholders.  The Local Joint Committee is being formally consulted. 

The report of the County Engineer (5) invites the Local Joint Committee to submit comments on the document.

6.          PETITION RECEIVED: GOULDEN STREET, CREWE – REMOVAL OF GRASS VERGES FOR PARKING

A petition, signed by 111 people, has been received in respect of the removal of the highway verges along Goulden Street, Crewe, to allow vehicles to park off the carriageway.

The report of the County Engineer (6) gives details of the petition and invites the Local Joint Committee to resolve that a limited scheme of verge-hardening be identified, prioritised and included in the programme funded in partnership with Crewe and Nantwich Borough Council.

A copy of the petition (Appendix 1) is enclosed as part of the separate background documents for Members of the Local Joint Committee and appropriate Officers only.  A copy is available for inspection by members of the public.

7.           PETITION RECEIVED : REQUEST FOR SPEED LIMIT, MAIN ROAD, WORLESTON

Members will recall that at the last meeting of the Committee (23rd April 2007) a petition was presented by the Chair of Worleston and District Parish Council, requesting a speed limit on this road.  The petition has been signed by 152 residents who have requested that a speed limit on the B5074 be introduced as a matter of urgency.

The report of the County Engineer (7) gives details of the petition and asks the Local Joint Committee to resolve –

(a)          That, should County Policy permit, a speed limit assessment be carried out at Main Road, Worleston and any necessary consultations and Orders advertised; and

(b)          That a report be submitted to the next meeting of the Local Joint Committee informing Members of speed reducing proposals at this location.

8.           PETITIONS RECEIVED – REQUEST FOR A SPEED LIMIT AND ENVIRONMENTAL WEIGHT LIMIT - A534 WISTASTON

Requests in the form of petitions have been received from residents along the A534 at Wistaston for –

+ A 30 mph speed limit

+ A 7.5 tonne weight limit

+ Alteration to signing along the A500

The report of the County Engineer (8) gives details of the requests and invites the Local Joint Committee to authorise an investigation of the options for reducing heavy commercial vehicles (HCVs) on the A534 Crewe Road.  A report on the results would be submitted to a future meeting of the Committee.

9.         PROPOSED NEW HACKNEY CARRIAGE STAND - NANTWICH ROAD, CREWE

The Borough Council proposes to appoint a stand for 3 Hackney Carriages on the North side of Nantwich Road, Crewe in the current lay-by which is 10 metres West of the West kerb-line of Westminster Street, Westwards for 21 metres, during the hours of 22.00 each evening until 06.00 the following morning, as shown on Plan 1 attached to the report of the County Engineer (9).

The Local Joint Committee is asked to approve the proposal and to grant the advertising of the necessary Order under the Road Traffic Regulation Act 1984.

10.        PEDESTRIAN CROSSING SURVEY, ACTON

Following a petition from residents requesting a pedestrian crossing on Chester Road, Acton, an assessment has been undertaken.

The report of the County Engineer (10) gives details of the results and Members of the Local Joint Committee will note that the location falls far short of the criteria for a pedestrian crossing.

11.        WILLASTON TO BRINE LEAS SCHOOL, NANTWICH - CYCLE ROUTE

Following receipt of a successful grant application, it is proposed to introduce improved cycling and pedestrian facilities between Willaston and Brine Leas School, Nantwich.

The report of the County Engineer (11) invites the Local Joint Committee to resolve –

(a)         That public notice be given to remove the appropriate part of a footway under Section 66(4) of the Highways Act 1980 and a cycle track constructed under Section 65(1) at the following locations –

(i)          Newcastle Road, Willaston, North side from its junction with Elwood Way, Eastwards for a distance of 390 m.

(ii)          Audlem Road, Nantwich, South side from its junction with Peter de Stapleigh Way Westwards for a distance of 70 m.

(b)       That public notice be given of the intention to install a Toucan crossing at the A500, Willaston approximately 120 m North of its junction with the A51 Newcastle Road.

12.        CREWE ACCESS STRATEGY – ACCESSIBLE KEY ROUTE NORTH STREET TO CREWE TOWN CENTRE: PROPOSED PEDESTRIAN CROSSING – NORTH STREET, CREWE

Funding has been allocated in the Integrated Area Programme to install a pedestrian crossing at North Street, Crewe.

The report of the County Engineer (12) gives details of the proposal.  The Local Joint Committee is asked to resolve –

That public notice be given under Section 23 of the Road Traffic Regulation Act 1984 of the intention to install a Puffin crossing at B5076 North Street, Crewe approximately 225 m East of its junction with Broughton Road.

13.        PROPOSED EXTENSION OF 30 MPH SPEED LIMIT - COBBS LANE, HOUGH

It is proposed to extend the existing 30 mph speed limit along Cobbs Lane, Hough, Southwards for a distance of 148 metres, as show on the plan attached to the report of the County Engineer (13).

The Local Joint Committee is asked to authorise the proposal.

14.        PROJECT PROGRESS To receive the report of the County Engineer (14) which up-dates the Local Joint Committee on highway schemes to be carried out within the Borough during 2007/2008 and Traffic Regulation Orders which have been approved by the Local Joint Committee but not yet implemented.
