Notes for Members of the Public

The Highways & Transportation Local Joint Committee comprises 16 elected members, 8 representing Cheshire County Council and 8 representing Crewe & Nantwich Borough Council.  The names of the Councillors are provided on page 1 of the agenda.

The Highways and Transportation Local Joint Committee welcomes and encourages members of the public to attend its meetings.

If you plan to attend, please report to the Reception Desk in the Municipal Buildings, where you will be provided with a Visitor’s Pass.

Car parking is not available at the Municipal Buildings, but there are several town centre car parks.  There is a disabled access to the rear of the Municipal Buildings, and this can be accessed through the side door on Vernon Way.  Please press the button for attention, and someone will meet you and escort you through to the main reception area.

You are asked to remain quiet whilst the meeting is taking place, and to enter and leave the meeting room, or public gallery of the Council Chamber, as quietly as possible.  Please ensure that if you have a mobile phone or pager, it is switched off for the duration of the meeting.

You are not allowed to have drinks or food in the meeting rooms, nor in the Public Gallery, other than refreshments offered by the Borough Council.  A “No Smoking” policy operates in the Municipal Buildings.

Fire Evacuation

If the fire alarm rings, you should make your way to the nearest exit with your belongings, as quickly as possible, and leave the building.  Please follow any instructions from staff about evacuation routes.

On occasions, members of the press and public will be excluded from the meetings when the business to be transacted is of a confidential nature, for example, dealing with individual people, contracts and financial affairs of other parties.

AGENDA

1.         DECLARATION OF INTERESTS

Any Member present (including non-Committee Members) to declare any personal or prejudicial interest, and the nature of the interest, which they have in any item of business on the agenda and, if necessary, to leave the meeting prior to discussion of that item.

Members who also serve as Town or Parish Councillors are reminded of the need to make declarations in respect of any item which directly concerns the business of the appropriate authority.

Declarations are a personal matter for each Member to decide.  Whilst Officers will advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Member, based on the particular circumstances.


2.         MINUTES OF MEETING HELD ON 10TH JULY 2006

To consider any questions or petitions received from members of the public in accordance with the County Council’s Standing Order No. 35, as adopted by the Local Joint Committee.

4.         STANDING ORDER NO. 34 (APPENDIX 7) – CHESHIRE COUNTY COUNCIL’S CONSTITUTION

LOCAL JOINT COMMITTEE – AGENDA ITEMS PROCEDURE

At the previous meeting, the Local Joint Committee requested information in respect of the facility for Members to request items for the agendas of the Local Joint Committee.

The report of the County Engineer is attached (4) and explains the procedure.

5.         DE-CRIMINALISATION PARKING ENFORCEMENT - BUS LANES AND CONTRAVENTION CODES        

At its meeting held on 17th October 2005, the Local Joint Committee considered the principles of Decriminalised Parking Enforcement (DPE), as approved by the County Members Steering Group.  The Committee resolved that the issues be submitted to the County Council’s Executive Member and Chester City Council’s Cabinet for approval. The recommendations were considered and approved by the County Council’s Environment Strategy Panel on 17th November 2005 and the Environment Executive Member on 28th November 2005.

Subsequently, a draft application for DPE powers has been submitted to the Department for Transport. 

The report of the County Engineer (5) invites the Local Joint Committee to make recommendations to the County Council in respect of decriminalised parking enforcement powers.


6.         TRAFFIC REGULATION ORDERS - DE-CRIMINALISATION

The report of the County Engineer (6) proposes changes to certain existing Traffic Regulation Orders which are no longer of use in their present form.  To ease enforcement, discussions have taken place with the emergency services in respect of the proposed changes and no objections have been raised.          

The Local Joint Committee is asked to support the changes and grant authority to advertise the intention to implement the “prohibition of waiting” restrictions at the locations detailed in the report.


7.         PETITION:  MAIN ROAD/CEMETERY ROAD, WESTON

A request, in the form of a petition, has been received concerning Cemetery Road and Main Road, Weston.  The petition has been received via Borough Councillor Maureen Campbell.

The report of the County Engineer (7) invites the Local Joint Committee to note the concerns and request that an investigation of the issues be carried out and the results reported to a future meeting.

8.         PETITION: REQUEST FOR ON-HIGHWAY RESIDENTS’ PARKING - BARKER STREET AND LOVE LANE, NANTWICH

A request in the form of a petition has been received from the residents of Barker Street and Love Lane, Nantwich for the provision of on-highway residents’ parking.

The report of the County Engineer (8) invites the Local Joint Committee to note the concerns and inform the petitioners that there is currently no policy for the implementation of on-highway residents’ parking schemes.

9.         PETITION:  REQUEST FOR ONE-WAY SYSTEM, WISTASTON ROAD, CREWE

A request in the form of a petition has been received from the residents of Wistaston Road, Crewe for the immediate consideration of a one-way system.

The report of the County Engineer (9) invites the Local Joint Committee to note the concerns and resolve that no action be taken in respect of the implementation of a one-way system, as detailed in the report.

10.       TRAFFIC ISSUES – LORD STREET, CREWE

At its meeting on 10th July 2006, the Local Joint Committee considered a report following receipt of a petition from residents of Lord Street, Crewe who had asked the County Council to consider widening the road to facilitate the access of emergency vehicles.

The report of the County Engineer (10) up-dates Members on discussions which have taken place with the emergency services regarding the issues raised and invites the Local Joint Committee to support the improvements to the street-naming in the vicinity of Lord Street, Crewe and take no further action other than to monitor the effects in co-operation with the Fire Service.


11.       PROPOSED 50 MPH AND 40 MPH SPEED LIMIT, A534 WREXHAM ROAD, BULKELEY AND BICKERTON

The A534 within the Chester area (East of the A41) has been selected for a speed limit review by the Local Joint Committee for the Chester area.  It seemed appropriate that the review should be carried out as a route approach between the A41 Broxton roundabout and A49 at Ridley. 

The report of the County Engineer (11) indicates the outcome of the assessment and requests authorisation to advertise the necessary Speed Limit Order.

12.       REQUESTS FOR A 7.5 TONNES WEIGHT LIMIT, EXCEPT FOR ACCESS, MAIN ROAD AND SNAPE LANE WESTON

Following requests from Weston Parish Council and the local Borough and County Members, initial consultation has taken place concerning the possibility of introducing a 7.5 tonnes environmental weight limit, except for access, on Main Road and Snape Lane, Weston.

The report of the County Engineer (12) gives details of the proposal and invites the Local Joint Committee to authorise further traffic surveys and assessments, with a report being submitted to a future meeting, together with an examination of the feasibility of an environmental weight restriction  on Englesea Brook Lane and Barthomley Road.

13.       HASLINGTON TRAFFIC MANAGEMENT PROJECT - PROPOSED 20MPH SPEED LIMITS AND ZEBRA CROSSING

At its meeting on 17th October 2005, the Local Joint Committee considered a report which indicated the work to be carried out as part of the Haslington Traffic Management Project.

The report of the County Engineer (13) asks the Local Joint Committee to grant authority to give public notice of the intention to carry out the proposals as detailed in the report.


14.       OBJECTIONS TO PROPOSED TRAFFIC ORDERS

The report of the County Engineer (14) give details of objections raised in respect of Traffic Orders advertised for –

-                      40 mph Speed Limit Order, Chester Road, Acton

-                      Proposed “Prohibition of Waiting” Marshfield Bank, Crewe

-                     Proposed “Prohibition of Waiting” Coppicemere Drive, Electra Way, Mallard Way, Westmere Drive, Crewe       

The Local Joint Committee is asked to resolve that further consultation be carried out and the results reported back to a future meeting.

15.       TRAFFIC-CALMING MEASURES: LANGLEY DRIVE AND BLUNSTONE CLOSE, CREWE

Planning permission for the creation of Langley Drive and Blunstone Close, Crewe included a requirement for traffic-calming.  At its meeting on 26th January 2004, the Local Joint Committee considered the results of the consultation exercise.  An objection to the proposals was raised by the Fire Service during the consultation and further information was requested by Members.

The report of the County Engineer (15) recommends that no action be taken to install traffic-calming on Blunstone Close and Langley Avenue, and that a mini-roundabout be installed at the junction of Blunstone Close with Langley Avenue.


16.       LAIDON AVENUE, WISTASTON, CREWE –    PROPOSED TRAFFIC-CALMING          

It is proposed to introduce traffic-calming measures on Laidon Avenue, Wistaston, Crewe.

The report of the County Engineer (16) asks the Local Joint Committee to authorise a public consultation exercise in respect of the traffic-calming scheme and if no objections are received, the scheme be implemented.

17.       A534, NANTWICH ROAD MIXED-PRIORITY ROUTE; MONITORING REPORT

To receive, for information, the report of the County Engineer (17) which is the second monitoring report following the introduction of the road safety improvement scheme on the A534 Nantwich Road, Crewe between Smallman Road and the Crewe Arms roundabout.


18.       PROJECT PROGRESS REPORTS

To receive the report of the County Engineer (18) which indicates progress on highway schemes to be carried out within the Borough during 2006/2007 and Traffic Regulation Orders proposed by the Committee but not yet made.


19.       TERM CONTRACT HIGHWAYS AND VEHICLES 2004 - PROGRESS REPORT

To receive the report of the County Engineer (19) which reports progress in respect of the County Council’s Term Contract with Edmund Nuttall Ltd.
