COUNCIL MEETING
 
21ST FEBRUARY 2007 
 
The meeting will be opened by the Worshipful the Mayor.
The Mayor will then invite the Council to sit as a Committee of Full Council.

2.         DECLARATIONS OF INTEREST
             
Members to declare any personal or prejudicial interest which they have in any item of business on the agenda, the nature of that interest, and, if necessary, to leave the meeting prior to discussion of that item.
 
Members who also serve as County, Town or Parish Councillors are reminded of the need to make declarations in respect of any item which directly concerns the business of the appropriate authority.
 
Declarations are a personal matter for each Member to decide.  Whilst Officers will advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Member, based on the particular circumstances.

3.         BUDGET AND COUNCIL TAX 2007/2008
 
At its meeting held on 8th February 2007, the Board considered the report of Councillor Graham Fenton, Portfolio Holder for Finance.
 
The Committee of Full Council is asked to consider the recommendations of the Board in relation to the Capital Programme and the setting of a sustainable Revenue Budget and Council Tax for 2007/2008, along with associated Scales of Fees and Charges, together with the precepts of other Councils received since the Board met.
 
A copy of the report of the Portfolio Holder is attached. (3) 
 
Members are asked to bring to the meeting their own copy of the "Consultation Draft Budget 2007-2008 and Budget Prospects 2007-2011" issued under separate cover.       
 

4.         CAPITAL FINANCE:  PRUDENTIAL INDICATORS AND TREASURY MANAGEMENT
           
At its meeting held on 8th February 2007, the Board considered the report of Councillor Graham Fenton, Portfolio Holder for Finance. 
 
The report covered the various requirements of both the Prudential Code for Capital Finance and the Code of Practice on Treasury Management. These are professional Codes, published by the Chartered Institute of Public Finance and Accountancy (CIPFA), which supports appropriate legislation.
 
A copy of the Portfolio Holder's report, as submitted to Board, is attached. (4)
 
Council is invited to RESOLVE
 
(a)       That the Prudential Indicators for 2007/2008, as set out in Appendix A of the report, be approved; and
 
(b)       That the Treasury Management Strategy for 2007/2008, as set out in Appendix B of the report, and the revised list of Approved Organisations for Investment, set out in Appendix C of the report, be approved.

5.           JOB EVALUATION/SINGLE STATUS PAY AND GRADING STRUCTURE
 
At its meeting held on 8th February 2007, the Board considered the report of Councillor John Hatfield, Portfolio Holder for Human Resources.
 
The report detailed the proposed new pay and grading structure and associated work arrangements/benefits package for the organisation with effect from 1st June 2007. 
 
A copy of the Portfolio Holder's report, as submitted to Board, is attached. (5)
 
Council is invited to RESOLVE
 
(a)               That the new pay and grading structure and associated changes to employee terms and conditions be approved; and
 
(b)               That the total employee reward package be adopted with effect from 1st June 2007.
 
(Note:  At this point in the meeting, Full Council will reconvene.)
 
NOTE:
 
In accordance with the Health and Safety at Work Act, the Council is required to notify those attending meetings of the fire evacuation procedures.  A copy has previously been distributed to Members and instructions are located in all rooms within the Civic Suite.
