7.         P08/0469       Conversion of Swimming Pool Building to Meeting Room  For Public Worship and Formation of Car Park, Pinfold Farm, Stock Lane, Wybunbury for Mr A Wells

 

REFUSED:     Reasons  

 

1          The proposed change of use of a swimming pool to a church and associated development, including car parking, access and boundary fencing would be non-essential and inappropriate development in this open countryside location.  As such it would result in the unacceptable encroachment into the countryside, introducing an alien urban form and would therefore harm the character and appearance of the countryside contrary to Policies NE.2 (Open Countryside) and BE.2 (Design Standards) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.              

 

2          The proposal is located within the open countryside remote from concentrations of population and is accessed via a road with no public footpaths and limited public transport provision.  As such the site and proposed use are in an unsustainable location where there is no safe provision for pedestrian access to the site.  Therefore, the proposal would encourage the use of the private car in order to bring people from the urban area into the countryside all contrary to advice advocated in Policy BE.3 (Access and Parking) of the Borough of Crewe and Nantwich Replacement Local Plan 2011 and PPS 1: Delivering Sustainable Development and PPG 13: Transport.     

 

3          In the opinion of the Local Planning Authority the proposed change of use of land from agricultural to use as an overflow car park for the church would result in encroachment and inappropriate development into the open countryside which would be harmful to the quality and appearance of the area by reason of having an urbanising effect on the countryside.  Therefore the proposal would be contrary to Policy NE.2 (Open Countryside) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.

            REFUSED:     Reason 

 

The proposal is considered unacceptable by reason of its siting on very constrained pieces of land and also its design which fails to respect or establish a sufficient relationship with the existing development.  This results in material harm to the character of the street scene.  The proposal also fails to respond positively to the character of the street scene due to the absence of any meaningful active ground floor frontage and also due to the design and layout of the new units.  The proposal is therefore considered to fail to comply with Policy BE.2 (Design Standards) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.

  


 

13.       P08/0615       Erection of Timber Built Agricultural Store, Land  Adjacent to Hollyhurst Road, Pinsley Green for
Mr J Spencer      

 

REFUSED:     Reason      

 

            The Local Planning Authority considers the height, proportions and domestic appearance of the building in such a divorced and prominent location would be harmful to the character and appearance of the open countryside which should be protected for its own sake.  The proposals are therefore contrary to Policy NE.2 (Open Countryside) and RT.6 (Recreational Uses in the Open Countryside) of the Borough of Crewe and Nantwich Replacement Local Plan 2011.                                       

          


TREE PRESERVATION ORDER: NEWTOWN, SOUND (ORDER NO. 219) TPO 2008  

 

16        A provisional Tree Preservation Order had been made on 4th January 2008 in order to safeguard a number of trees standing upon an area of land at Newtown, Sound which it was thought may be subject to development pressure.

 

            Since the making of the Order, an objection/comment had been received disputing the location of tree T1 in the original plan.  As a result, corrections had been made to the plan and the Committee was invited to confirm the Order with this modification.        

 

            RESOLVED:  That the Newtown, Sound Tree Preservation (Order Number 219) TPO 2008 made provisionally on 4th January 2008 be confirmed with modification.
