Main Role
The provision of visible political leadership in relation to
citizens, stakeholders and partners in the overall co-ordination of
Council policies, strategies and service delivery.
Lead the development of local strategic partnerships.
Lead the Council's contribution to the Community Strategy
objectives.
Promote the core values and objectives of the Council's
Corporate Strategy.
Duties and Responsibilities
1. To Chair
the Board.
2. To
represent and act as an ambassador for the Council and to lead in
development of strategic partnerships with agencies, citizens and
stakeholders in relation to the delivery of corporate objectives
and the provision of services to citizens.
3. To have
overall responsibility for:-
- Strategic policy development.
- Development, monitoring and implementation of the Corporate
Strategy.
- Relationships with the Local Strategic Partnership
- External relations within Local Government.
- Regional Government.
- Proposals for the structural review of Local Government.
- Regional liaison.
- Performance overall improvement focus and capacity.
- Organisational development and capacity.

4. To ensure
that systems exist to appraise the performance of senior
managers.
5. To develop
and submit proposals to the Board on annual budget allocations for
approval by the Council.
6. To lead the
Council's approach to Best Value by:-
- Setting performance targets relating to the Council's
objectives.
- Ensuring goals and milestones are met.
- Reviewing relevant areas of service provision.
- Developing new policies and strategies.
