BOROUGH OF CREWE AND NANTWICH - LOCAL DEVELOPMENT FRAMEWORK
 
The Planning and Compulsory Purchase Act 2004, which came into force in September 2004, has resulted in major changes to the planning system.  Structure Plans and Local Plans will be replaced by Local Development Frameworks (LDFs).
 
The Local Development Framework will be a portfolio of individual documents.

Local Development Scheme
 
As a starting point to the preparation of a Local Development Framework the Government required Local Planning Authorities (LPAs) to submit a Local Development Scheme within six months of the new Act coming into force.  The LDS will be a statutory project management plan for the preparation of the LDF covering at least three years.
 
The LDS will serve two purposes:
it provides the starting point for the local community to find out what the LPAs planning policies are for the area in which they live, as it will set out the current documents which form the development plan for the planning of the area, and
it sets out the programme for the preparation of Local Development Documents over a three year period, including timetables which tell people when the various stages in the preparation of any development plan document will be carried out.
 
The Council's first LDS was approved in December 2004.   It has now been reviewed twice.   The latest version came into force on 20th April 2007.
 
Statement of Community Involvement
 
The statutory requirement to prepare a Statement of Community Involvement (SCI) is a particular feature of the new system.  This will set out the Local Planning Authority's policy for involving the community in the preparation and revision of all Local Development Documents and in development control decisions.
The SCI will set out when and how the community will be involved.  It was appropved in 2006 following an independant examination by a Government Inspector.    For information on the SCI click here.
 
Development Plan Documents (DPDs)
 
Development Plan documents (DPDs), together with the Regional Spatial Strategy (RSS), will form the statutory development plan for the Borough.  In this Region the RSS will be prepared by the North West Regional Assembly.  Regional Planning Guidance for the North West became Regional Spatial Strategy on the commencement of the Act; and is now being reviewed.

Supplementary Planning Documents (SPDs)

Supplementary Planning Documents (SPDs) will not form part of the statutory development plan; and will not be independently assessed by an Inspector at an Examination in the same way as DPDs.  SPDs will provide further details of policies and proposals contained in DPDs.  These could take the form of design guides, development briefs or issue based documents.

Local Development Framework
The Local Development Scheme  Second Review - Came into force on 20th April 2007. 
 
 
The Local Development Scheme sets out:
  • The documents which currently form the development plan
  • The Local Development Documents that the Council will produce as part of the Local Development Framework
  • Which Local Development Documents will be part of the statutory development plan (Development Plan Documents (DPDs), and which will be Supplementary Planning Documents (SPDs); and the timetable for their preparation and review
  • How progress will be monitored and reviewed
  • The resources that will be used in the preparation of LDDs

Statement of Community Involvement (SCI)

The first Development Document is a Statement of Community Involvement (SCI).
The SCI sets out the Borough Council's policy for involving the community in the preparation and revision of all Local Development Documents and in development control decisions. It sets out who will be consulted, when and how it will take place.
