The Department for Communities and Local Government (DCLG) has issued a new Circular 01/2006 which provides guidance on changes to the development control system which come into effect on 10 August 2006.  These changes include the requirements for a Design and Access Statement and changes to the matters that can be reserved for future consideration in an outline planning application.
