The Development Control section of the Planning Department deals
with applications for planning permission. The following
links give access to the main services in the
section.
RADICAL NEW PLANNING RULES FOR HOME
IMPROVEMENTS
From the 1st October
2008, new planning regulations will come into force, which
mean that many extensions which have previously required planning
permission can now be constructed without the need to apply to the
Local Authority. However, some proposals which were previously
“permitted development” will now require planning permission,
including, for example, all conservatories or rear extensions over
3m in length.
As well as new size limits for extensions and
roof alterations, the new regulations prevent householders from
installing driveways, parking areas and hard standings of more than
5 square metres in area, in their front gardens, without planning
permission, unless they have permeable surfaces. New controls have
also been introduced for balconies, verandas and decking.
The Planning Portal provides information
relating to the need for planning permission on their web page at
http://www.planningportal.gov.uk/.
However, home owners should be aware that the
Planning Portal is unable to give specific advice relating to
individual properties. For example, it does not contain information
on whether or not a property is Listed, located within a
Conservation Area or subject to restrictive conditions attached to
previous planning permissions.
Therefore, householders who are considering
undertaking works to their properties are advised to use the
Council’s Permitted Development Enquiry Service which will provide
written confirmation of whether or not planning permission is
required, which is often required by purchaser’s solicitors. The
current fee for this service is £35 and an application form can be
downloaded
here.
Validation Checklists
The Borough Council has
adopted Local Validation Checklists for planning
applications. Local
Validation Checklists will be used in association with
national requirements to assess whether a planning application is
valid, i.e. all the necessary information relating to the type
of development proposed has been submitted, thus enabling the
Local Planning Authority to make an informed
decision.

DESIGN AND ACCESS
STATEMENTS
CHANGES TO APPLICATIONS FOR
OUTLINE PERMISSION
The Department for Communities and Local Government (DCLG) has
issued a new Circular 01/2006 which provides guidance on changes to
the development control system which came into effect on 10 August
2006. These changes include the requirements for a
Design and Access Statement and changes to the matters that can
be reserved for future consideration in an outline planning
application.

Planning Explorer is a searchable database of all
planning applications lodged with the Council dating back
to 2000. This information is updated daily.
The service provides information on application
number, site address, description of development,
decision and decision date for each application.
Related drawings and documents including site
plans, elevational drawings and decision notices can
be accessed. These documents are available in digital
format and can be downloaded and
viewed. (Associated documents are only available
for those applications received after 1st December 2005).

The documents displayed within 'Planning Explorer' are covered
by the following notice:

Users can track/monitor the progress of an application from
its registration to determination, including the date an
application was received, the validation date,
the dates of public consultation and the date of
decision and notice production.

The Planning Portal offers a wide range of services and guidance on
the planning system for both planning professionals and the lay
person including creating and paying for planning applications
online.

Once you have completed your application, you may submit it
electronically or print off your work and send it by post.
