Validation Checklists
New requirements for
validation of planning applications
Central Government has amended the Town and
Country (General Development Procedure) Order 1995 to introduce
mandatory standard planning application forms and associated
information requirements for validation of applications from
6th April 2008. This is to help ensure a consistency of
approach across all local authorities; to make sure all information
needed to determine planning applications has been received and to
enable applicants and agents to understand the type and extent of
information that will be required when submitting applications.
In line with the above, Central Government has
published new guidance setting out revised requirements in relation
to the submission of information that accompanies and supports the
26 different types of planning applications including those
submitted electronically via the Planning Portal. This information
is subdivided into the national requirement lists (national list)
and the local requirement lists (local list), for each type of
application e.g. outline, reserved matters, full, householder,
listed building consent, lawful development certificates,
advertisement consent and prior notifications.
The national lists describe the statutory or
core requirements, that are necessary to ensure an application is
valid. These lists are set nationally and cannot be altered by the
local planning authority. The local lists comprise further
additional requirements selected by individual local authorities
from generic lists suggested by Central Government. Prior to
adoption and implementation of these new requirements, the
individual local lists have been the subject of stakeholder
consultation.
The Borough Council has now
adopted the Local Validation checklists following reports
to the Council's Development Control Committee on 10th
January 2008 and 6th March 2008.
