LICENSING
ALCOHOL,
ENTERTAINMENT AND LATE NIGHT REFRESHMENT

In 2005 the Council replaced the courts as the licensing
authority for the sale and supply of alcohol. The new
licensing regime operated by the Council consists of licences for
premises ('premises licences') and for individuals to permit them
to sell or supply alcohol ('personal licences').

At the same time, the former separate licensing functions of
entertainment and the sale of hot food/drink after 11.00pm were
incorporated into the premises licensing system.
The new system of giving a 'Temporary Event Notice' to the
Council also replaced the previous system of occasional licences
for alcohol sales and entertainment.

The Council has published a Statement of Licensing Policy in
recognition of its responsibilities as the licensing authority and
to help applicants and all those who have a stake in the licensing
system to understand their
responsibilities.
The Statement of Licensing Policy forms the basis upon which
the Council treats all applications for premises licences and club
premises certificates.
It includes the four licensing objectives which underpin the
new system;
- the prevention of crime and disorder
- the prevention of public nuisance
- public safety
- the protection of children from harm.
