  • Conveyancing (transfer of land) for the Council
  • Planning agreements and conditions attached to planning permissions
  • Prosecutions, enforcement and Injunctions on behalf of the Council
  • Business leases/renewals/rent reviews of Council properties
  • Contracts and contract regulations (tendering and quotations for goods and services) for goods and services supplied to or by the Council
  • General legal advice to Council members and officials
  • Advising Councillors on new legislation affecting the Council:-
            e.g.     Freedom of Information Act
                       Race Relations Amendment Act
                       Regulation of Investigatory Powers Act

The section licences, on behalf of the Council:-
  • 200 taxis and 300 taxi drivers
  • 150 lotteries a year
  • public entertainment for 100 premises

The duties of the Monitoring Officer are to:-
  • alert the Council to acts or omissions which may give rise to a contravention of law;
  • advise on the Councillor's Code of Conduct and Interests of Councillors
  • provide legal interpretation on issues concerned with the Council Constitution
  • The Code of Conduct (issued under the Local Government Act 2000) sets out requirements for the conduct of councillors

    The Standards Committee of the Council promotes high ethical standards.
    The Standards Board for England is responsible for enforcing the Code.
    There are 38 parish councils in the Borough and parish councillors are subject to the same requirements as the Borough councillors.
